The City of Cape Town says a man has surrendered to police as authorities investigate the death of three-year-old Khy’ree Jordaan, who was struck by a vehicle in Elsies River.

A culpable homicide case was opened on 9 November after the child was hit on Alard Road in Clarke Estate and later died in hospital. It is alleged that the driver, said to be a law enforcement employee, may have been intoxicated at the time.

The City has said it is treating the allegations with seriousness while the police investigation is underway.

City Law Enforcement spokesperson Wayne Dyason said the official in question is an employee, stressing that he is “not a member of LEAP”.

“It would be inappropriate to comment further while the matter remains under active investigation. The official voluntarily presented himself to SAPS and is cooperating fully with the investigative process,” said Dyason.

Dyason added the City views the allegations with “utmost seriousness” and that all processes will be followed. He said the City’s Safety and Security Investigation Unit is working alongside SAPS pending the finalisation of the investigation.

Western Cape police have reiterated that the case remains open.

Provincial spokesperson Captain Frederick Van Wyk said the case is still under investigation and will be presented to the Goodwood Senior Public Prosecutor.

“This case docket will be presented to the Goodwood Senior Public Prosecutor for decision,” confirmed Van Wyk.

Meanwhile, he appealed to the public for assistance, urging anyone with information to contact Crime Stop or use the MySAPS app anonymously.

Based on social media posts by members of Khy’ree’s family, a memorial service will be taking place at a local church and at their home in Elsies River on Wednesday. Little Khy’ree will be laid to rest on Saturday.
