Pensioner rates relief for Life Right Holders in Sectional Title Scheme

The City of Cape Town has extended its pensioner rates relief to include Life Right Holders living in separately valued Sectional Title Schemes, potentially giving more older residents much-needed help with their municipal bills.

Residents aged 60 and older may qualify if their household income is R27 000 or less per month. The City said the qualifying income threshold has been increased to allow more pensioners to benefit. 

 

“We’re asking our pensioners who are Life Right Holders in separately valued properties to apply for help with their rates costs,” read the City’s statement.  

 

Eligible applicants can receive a rates rebate ranging from 10% to 100%, depending on their household income. Pensioners with incomes between R0 and R10 000 qualify for a 100% rebate, while those earning between R24 001 and R27 000 can receive a 10% rebate. A sliding scale applies to incomes between these amounts. 

 

The relief will initially apply to Life Right Holders in Sectional Title Schemes where individual properties have been separately valued. The City plans to extend the benefit to Life Right Holders in freehold properties once those properties have undergone separate valuation. This process is expected to take about six months. 

 

“This benefit will be available for approximately three years, in line with the City’s General Valuation (GV) three-year cycle. To ensure that the life right holder continues to receive the benefit for the full duration, the City requires the property owner or scheme administrator to confirm the applicant’s occupation of the property on an annual basis.” 

 

Applicants must provide a completed Life Rights application form, identification documents, their Life Right agreement, proof of household income and three months’ bank statements. Applications can be submitted at Revenue Customer Interaction Centres or emailed to the City.

 

The City has also reminded pensioners that renewal applications submitted after 1 July 2026 must be completed by 31 August 2026 to have rebates backdated to 1 July.
