Children placed in safe care after video allegedly shows woman smoking tik

The Western Cape Department of Social Development (DSD) says a child protection investigation is underway, following an incident during which a woman, reportedly from Saldanha, was filmed smoking what appears to be tik, while three very young children gathered closely around her.

 

The video, shared by the Daily Voice, has sparked outrage online.

 

While it is not yet clear when the video was filmed, the Department says they were made aware of it in August 2026. Once the matter was reported to DSD, safety and risk Assessments were performed, and the children were placed in temporary safe care.

 

Social Development MEC Wendy Kaizer-Philander says the investigation, which can take up to three months, includes interviews and assessments with family members and relevant stakeholders.

“I am issuing a stern warning to anyone who neglects, abuses, or places children in harms way: We are taking a zero-tolerance approach. The safety and wellbeing of children is our first priority, and we’re calling on all residents to help us safeguard vulnerable children.”

 

Police confirmed they are aware of the video, but added that no charges have been laid.

 

Kaizer-Philander has urged anyone who becomes aware of suspected child abuse or neglect to report it immediately to their nearest DSD office or the relevant authorities.

 

“The department relies on neighbours, family members and the broader community to be our eyes and ears.”

On Friday, Kaizer-Philander also announced that the Social Work Integrated Management (SWIMS) application now supports secure, external reporting of child abuse and neglect.

 

The SWIMS external referral portal, which supports both identified and anonymous reporting, is open to several categories of professionals who are mandated by the Children’s Act to report any suspected cases of child abuse or neglect.

 

These categories include health professionals, legal practitioners, teachers, traditional leaders, and religious leaders. Members of the public can also use the portal.
