The report has found that the “masterminds” behind the riots had outwitted security forces. The police and intelligence services have been particularly heavily criticized for their slow handling of the riots in which at least 354 people were killed and the economy suffered R50 billion in damage. It was also found that the arrest of former pres. Jacob Zuma to begin his 15-month prison sentence “was the spark that led to the orgy of violence”.
