Police Minister Bheki Cele says 8 of the 30 country’s gender-based violence hot-spots are in the Western Cape. Delft is the top GBV-hotspot, while Khayelitsha and Mfuleni have been pegged at the number 9 and 14 positions, respectively. Cele says GBV is South Africa’s second pandemic, that has reached crisis levels.
