Electricity meter replacements under way in selected areas

The City is urging residents not to be alarmed when contacted about electricity meter replacements, saying the process is free and electricity prices will not increase.

 

Older meters are being replaced with new units that allow real-time tracking of power use and give qualifying households’ access to the Lifeline Tariff with Free Basic Electricity.

 

Mayoral Committee Member for Energy, Alderman Xanthea Limberg says the upgrades are compulsory. Areas benefiting from the meter replacement programme from February to May 2026 include Mowbray, Rosebank, Rondebosch, Rondebosch East, Newlands and Mitchells Plain.

 

The city says it will notify residents in advance when their areas will be up for upgrades.

 

“One of the most important things for residents to know is that electricity costs are the same irrespective of the type of meter used. The meters do not supply electricity, they just measure usage. The new meters make it easier for residents to manage their electricity costs as they can see their usage in real-time.”

 

Limberg further stressed that the new meter upgrades will allow qualifying residents the opportunity to switch to the affordable subsidised Lifeline Tariff, which includes Free Basic Electricity units.

 

“Thank you to our residents for the support as we invest in improving the City’s electricity infrastructure. The City is also making appointments with residents in areas already visited, including Green Point, Sea Point and Observatory, to attend to some outstanding meters.”

Does Cannabis Really Double Your Heart Risk? It’s Not That Simple

Recent headlines claim cannabis use doubles the risk of dying early from heart disease, based on a large analysis of 24 international studies. While that sounds alarming, the science behind the claim is more complicated than the headlines suggest.

 

Cannabis use in Cape Town has become ubiquitous, with clubs selling a variety of products popping up everywhere.

 

Below is a break-down of why the quoted study’s findings are flawed.

 

The key issue: this shows correlation, not causation

 

The analysis found that people who used cannabis had higher rates of heart attacks, strokes, and cardiovascular death than non-users. But most of the studies included were observational, meaning researchers watched what people were already doing rather than controlling who used cannabis.

 

That makes it impossible to prove that cannabis caused the heart problems. Other factors could help explain the link, including:

 

  • Tobacco use
  • Diet and exercise habits
  • Alcohol or other drug use
  • Underlying health conditions

 

Many of the studies also relied on self-reported cannabis use, which isn’t always accurate.

 

Correlation essentially means this: Every summer, both ice cream sales and drowning deaths go up. Does eating ice cream cause drowning? Of course not.

 

The numbers sound dramatic – but lack detail

 

The analysis reported:

 

  • A 29% higher risk of heart attack or angina
  • A 20% higher risk of stroke
  • Double the risk of early cardiovascular death

 

But the studies grouped together very different people and patterns of use. Most didn’t track:

 

  • How much cannabis people used
  • How often they used it
  • Whether they smoked, vaped, or used edibles
  • Whether cannabis was mixed with tobacco

 

Without that information, it’s hard to know how much of the risk is actually due to cannabis itself.

 

Other studies don’t always show the same thing

 

Some research in specific groups, such as older adults with existing heart disease, has not found a clear link between cannabis use and major heart events. That doesn’t mean cannabis is harmless. It means the risks may vary depending on:

 

  • Age
  • Overall health
  • Frequency and method of use

 

Importantly, while this study shows “no clear link found”, it does not mean that it is “definitely safe.”

 

Scientists like to say: Not finding proof of harm is not the same as proving there is no harm.

 

What we do know

 

Cannabis can affect heart rate and blood pressure, which means it could strain the cardiovascular system, especially in people with existing heart problems. But current evidence does not definitively prove that cannabis directly causes heart disease or early death.

 

Bottom line

 

The 24-study analysis suggests a possible link between cannabis use and heart risk, but it does not prove cannabis doubles your risk of cardiovascular disease. The relationship is likely more complex and influenced by many other health and lifestyle factors.

 

Anyone with heart disease or multiple risk factors should discuss cannabis use with a healthcare professional, just as they would with alcohol or tobacco.

More water in Knysna, as dam levels show slight improvement

Some progress has been made with the water situation in Knysna.  

 

Western Cape MEC for Local Government, Environmental Affairs and Development Planning, Anton Bredell, said in a statement on Tuesday that the water levels at the Akkerkloof Dam recently increased to 20.9% from 15%. Akkerkloof is the town’s main water source.

Further details indicate that the improvement has translated into a more stable short-term water outlook for the town.  

 

According to the Joint Operations Committee (JOC) overseeing the crisis, Knysna’s daily water usage is currently around 10.1 kilolitres per day, which resulted in “a water buffer of 17 days”.  

 

“This is a notable improvement from the 10-day buffer reported just two weeks ago,” the statement read. 

 

Bredell added that operational stability has also contributed to the improved situation. Plumbing teams have repaired dozens of minor leaks, while pump stations across the system are functioning within required specifications. He noted that there were also no major pipe bursts recently reported. 

 

“The Charlsford and Eastford pump stations are currently abstracting water from the Knysna River at a rate of 210 liters per second. The Akkerkloof pump station currently operates at 44 liters per second, while the Glebe Dam pump station is also pumping at 33 liters per second.” 

 

Bredell said he’s pleased with the progress made thus far, but noted that the broader region is still under pressure.  

 

“The entire Southern Cape region remains water-stressed, and current weather forecasts for the Western Cape point to a dry winter ahead,” said Bredell.  

 

In light of this, Bredell noted that efforts to strengthen long-term water management are ongoing. The JOC has committed to installing 1,000 water meters per week to address bypassed meters that have hampered accurate monitoring and control. 

 

“Effective water management in all our towns will be critical in the year ahead. We cannot control the rain, but we have full control over how we manage the water resources at our disposal,” said Bredell.
