President Cyril Ramaphosa, in a highly anticipated Cabinet reshuffle, has appointed Mondli Gungubele as the minister in the presidency, Dr Mathume Joseph “Joe” Phaahla as health minister, and Thandi Modise as defence and military veterans minister.

Enoch Godongwana was appointed the new finance minister after Tito Mboweni asked to be “excused”.  This was Ramaphosa’s first Cabinet reshuffle.
The president also scrapped the minister of intelligence and moved to directly have the State Security Agency report to him. He says the political responsibility for the State Security Agency will be housed in the office of the Presidency and the minister who will be tasked with overseeing state security will be a new minister in the Presidency, Mondli Gungubele. Gungubele’s deputies will be Pinky Kekana and Zizi Kodwa. Kodwa has been appointed as Deputy Minister in the Presidency, responsible for state security.
Nosiviwe Mapisa-Nqakula has been replaced as Minister of Defence and Military Veterans by the Speaker of Parliament Thandi Modise. Ramaphosa thanked Mapisa-Nqakula saying she “will be deployed to a new position”. The Police and Justice Ministers Bheki Cele and Ronald Lamola managed to hold on to their positions while State Security Minister Ayanda Dlodlo returns to the department of public service and administration.

The president also separated the water and sanitation function from the human settlements portfolio.
