Time is running out for registered non-profit organisations working with people on the street, such as shelters to apply for winter aid. There are only a few weeks left for these organizations to submit their applications. The Winter Readiness Programme runs from 29 April to 31 October.
Shelters urged to apply for winter aid
The City of Cape Town’s Winter Readiness Programme supplements the available resources of organisations that provide shelter for street people. This will enable more indigent people to benefit from the services offered by these organisations.
The Mayoral Committee Member for Community Services and Health, Councillor Patricia van der Ross says partner organisations will not be expected to create permanent accommodation.
“The Winter Readiness Programme is designed to build capacity and help organisations create extra bed space,” van der Ross added.
The aid, to be provided by the city, will allow for more people to be safe and warm, when the weather is at its harshest.

Here are the criteria for participating organisations:
– They must be a registered NPO or PBO
– Have existing facilities to accommodate clients and address their needs through developmental programmes
– Be compliant with the requirements of the Population Certificate
– Comply with all health and safety regulations
– Agree to site inspections from several City departments
– Have an approved building plan
– Submit a draft floor plan for the additional bed spaces
– Have a certificate of acceptability for food premises
The City says organisations that are able to provide additional temporary mattress space during the winter period and who meet the stipulated criteria, will receive food parcels, toiletries, mattresses and bedding. At the same time, workers affiliated to the Expanded Public Works Programme will be able to help with cooking and cleaning.
She said, “‘During winter, the cold drives more people to seek sanctuary from the elements.”
Time is running out
Van der Ross concluded, “The City does all it can to help people off the street permanently, but with the help of shelters, we can ensure they’re inside during bad weather spells.”
These organizations care for some of the most vulnerable residents. The City wants to aid in that care. It can help you get even more people off the street.
