The City’s new rates estimate calculator has gone live, and it aims to make life easier for property owners as part of the General Valuations 2022 inspection and objection process.
The General Valuation Roll 2022 (GV2022) is open for public inspection until 30 April 2023 electronically (email or e-services), or 31 March 2023 at 30 inspection venues across the city.
The rates estimate calculator is an easy to use tool for property owners to see what their estimated rates could be from 1 July 2023.
With previous GVs, the proposed rate-in-the-Rand was normally only tabled at the March Budget Council meeting, after the inspection period had ended.
This left property owners guessing the rates liability of their new property valuations. For GV2022, the provisional rate-in-the-Rand and the proposed relief measures were provisionally passed by Council on 24 February 2023.
The automated rates calculator on the City’s website enables property owners to determine the likely impact of the GV2022 property valuations on their rates bill, including any reduction in residential property valuations before applying the provisional rate-in-the-Rand.
The GV determines what contributions property owners make to the shared rates account. Rates are used for services shared by all Capetonions, such as fire services, libraries, recreational areas, community facilities and clinics.
For GV2022, the valuation date is 1 July 2022. The accurate and fair market value is determined by comparable sales information around the valuation date in most cases.
Ratepayers are encouraged to use the City’s website to view their property information, including the valuation notice, pre-populated objection form, link to e-services and the provisional rates calculator.
If they choose to lodge objections, the preferred option is to do so via e-Services or by email.
More relief for property owners
- More than 80% or 740 000 residential properties of the total rateable properties of 909 000 in the GV2022 qualify for rates relief.
- Council has passed a proposed 52% rates relief increase for residential properties valued at R5 million and under.
- The first R450 000 of the property value for residential properties valued at R5 million and under will now be rates free, which represents a R150 000 increase to this exemption benefit to assist lower and middle income ratepayers in the city.
- Residential properties valued higher than R5 million will receive the legislated reduction of R15 000 of the property before rates are calculated.
- A reduction in the residential rate-in-the-Rand for residential properties is also proposed, from the current 0,006344 to 0,006273 for 2023/24.
- More pensioners and social grant recipients are expected to benefit from rates rebates by the raising of the qualifying limit from R17 500 to R22 000 total household income per month.
How to use the calculator for GV2022
Step 1:
Visit: www.capetown.gov.za/GV2022 (there is also a trending box on the City’s website landing page)
Step 2:
Enter the erf number or property address on the GV2022 Roll opening page.
Step 3:
Select ‘Rates Estimation’ from the menu on the left of the screen of useful information available about the selected property.
